Ambassador Yu Dunhai Publishes a Signed Article Titled "Embarking on a New Journey of Modernisation" on the Malta Independent

On 2nd November 2022, H.E. Ambassador Yu Dunhai published a signed article on the Malta Independent. The full text is as follows:

Recently the 20th National Congress of the Communist Party of China (CPC) has concluded in Beijing. It comprehensively reviewed and summarized the historic achievements and changes that China has made in the new era, clarified the Chinese characteristics and essential requirements of Chinese modernization, and unveiled the blueprint and path for building a modern socialist country in all respects.

The 1.4 billion Chinese people have embarked on a new journey towards socialist modernization, which is not only of great significance to China's development process, but also provides new opportunities for all countries in the world, including Malta.

In the past decade, China has historically resolved the problem of absolute poverty. Approximately 100 million poor rural residents have been lifted out of poverty, which accounts for more than 70 percent of the global poverty alleviation effort. 

China's GDP has grown to 114 trillion yuan ( about 16 trillion USD) from 54 trillion yuan and come to account for 18.5 percent of the world economy, contributing to more than 38 percent of the world's economy growth on average.

China's manufacturing sector is the largest in the world, as are its foreign exchange reserves. Leading the world in total volume of trade in goods, China has become a major trading partner for more than 140 countries and regions.

The Belt and Road Initiative has been welcomed by the international community both as a public good and a cooperation platform.  

China's historic achievements in the new era were made under the strong leadership of the Party with Comrade Xi Jinping at its core. The most important achievement of the 20th National Congress is the re-election of Comrade Xi Jinping as the General Secretary of the Party.

The establishment of Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era is  the common aspiration and expectation of the Chinese people.

The Congress has established that, from this day forward, the central task of the Communist Party of China will be to realize the Second Centenary Goal of building China into a great modern socialist country in all respects, and to advance the rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization. 

Chinese modernization contains elements that are common to the modernization processes of all countries, but it is more characterized by features that are unique to the Chinese context. It is the modernization of a huge population, of common prosperity for all, of material and cultural-ethical advancement, of harmony between humanity and nature, and of peaceful development. 

The successful practice of Chinese modernization has proved that there is no single path accepted through common practice, nor is there a one-size-fits-all standard for modernization in the world. Developing countries can fully explore and practice the best path to modernization in light of their own national conditions.

To realize Chinese modernization, we must, first and foremost, pursue high-quality development. Facing the new stage of development, China has put forward and applied the new development philosophy of “innovation, coordination, green, openness and sharing”, worked to foster a new pattern of development, and focused on promoting high-quality development to realize people's aspiration for a better life.

Innovation-driven development is an important impetus for high-quality development. China has made significant progress in scientific and technological innovation, and major achievements have been made in fields of emerging industries, such as manned spaceflight, new energy technology and biological medicine. 

High-standard openness is an inevitable requirement for high-quality development. China is committed to protecting the rights and interests of foreign investors in accordance with the law, fostering a world-class business environment that is market-oriented and law-based. China strives to create new opportunities for the world with its own development.

Green and low carbon strategy is the effective path to high-quality development. China has always been actively participating in the global governance of climate change, and has been working actively and prudently toward the goals of reaching peak carbon emissions and carbon neutrality.

Today, our world, our times, and history are changing in ways like never before. And the deficit in peace, development, security, and governance is growing. All of this is posing unprecedented challenges for human society.

For its part, China has always been committed to its foreign policy goals of upholding world peace and promoting common development, and it is dedicated to promoting a human community with a shared future. China has always been a builder of world peace, a contributor to global development, and a defender of the international order, and will never seek hegemony or engage in expansionism. 

China has strived to uphold the basic norms governing international relations and safeguard international fairness and justice. China respects the sovereignty and territorial integrity of all countries. It stays true to the principle of equality of all countries big or small, strong or weak, and rich or poor, and it stands firmly against all forms of hegemonism and power politics, the Cold War mentality, interference in other countries' internal affairs, and double standards. 

China is committed to promoting a new type of international relations, deepening and expanding global partnerships based on equality, openness and cooperation, and broadening the convergence of interests with other countries.

China would sincerely call upon all countries to hold dear humanity's shared values of peace, development, fairness, justice, democracy, and freedom. It is in this spirit that China has put forward the Global Development Initiative and the Global Security Initiative, and it stands ready to work with the international community to put these two initiatives into action, and to work with people across the world to create an even brighter future for humanity.
