On 28th of February, the concluding seminar of the cooperative project “Surface Engineering for Additive Manufacturing Parts Used in Marine Transportation(SEAM)” between the Southeast University of China and the University of Malta was held. H.E. Ambassador Yu Dunhai and the Parliamentary Secretary for Youth, Research and Innovation of Malta Keith Azzopardi Tanti attended and delivered speeches. The European Parliament President Roberta Metsola delivered a video speech. The Chairman of Malta Council of Science and Technology Dr Tonio Portughese, pro-rector of the University of Malta Prof. Simon Fabri, the first consultant from the Ministry of Science and Technology of China Mr Li Gang, and scholars from both universities participated.

Ambassador Yu first congratulated the project on achieving gratifying results. He said that the project will not only positively promote the marine transportation equipment manufacturing capabilities, but also contribute to the economic and social development of both countries as well as the well-being of the two peoples.

Ambassador Yu highlighted that over the years, China and Malta have maintained excellent scientific and technological exchanges and cooperation, which is inseparable from the hard work of our scholars, but more importantly, it is because of the favourable conditions created by the two governments. First, the solid political foundation. Last year marked the 50th anniversary of the establishment of diplomatic relations between China and Malta. President Xi Jinping had a warm phone call with President Vella. The two sides reached an important consensus on furthering practical cooperation in various fields including science and technology, providing strategic guidance for the development of bilateral relations and scientific and technological cooperation. Second, a similar vision for development. the Maltese government released the Smart Specialization Strategy 2021-2027, in which the priority areas are highly in line with China's development focuses, proving the common aspiration of the two countries to become strong in science and technology and pursue development and progress. Third, the efficient mechanism guarantees. China and Malta have signed the Agreement on Scientific and Technological Cooperation, conducted regular exchanges under the framework of the Joint Commission on Science and Technology, and carried out fruitful research with the support of the China-Malta Fund. This project is the best example. The deepening of scientific and technological exchanges between China and Malta has installed a high-power "engine" for practical cooperation between the two countries and vigorously promoted the high-level development of bilateral relations.

Ambassador Yu mentioned that As the famous mathematician and philosopher Gottfried Wilhelm Leibniz once observed, only the sharing of talents will light the lamp of wisdom. In the world today, changes unseen in a century are accelerating, and human society is facing different challenges. Meanwhile, science and technology are constantly empowering all mankind and helping to meet challenges, and it is also a crucial way to achieve common development. Recognizing this, President Xi Jinping announced in the report to the 20th National Congress of the Communist Party of China that China will fully and faithfully apply the new development philosophy on all fronts, promote high-standard opening up, expand science and technology exchanges and cooperation with other countries, cultivate an internationalized environment for research, and create an open and globally-competitive innovation ecosystem.

Ambassador Yu added that Malta is an important international partner for China. China and Europe are two major markets with complementary advantages. China is willing to work with Malta and the EU to strengthen scientific and technological exchanges, promote scientific and technological openness, trust and cooperation globally, and accelerate sustainable development with scientific prosperity, so as to promote the development of a Community with a Shared Future for Mankind.

Parliamentary Secretary Keith Azzopardi Tanti congratulated the project for achieving important results under cooperation between experts from the two universities, and with the support of the science and technology departments of Malta and China. It has a positive influence on the development of the marine industry of both countries.

At the seminar, the research teams from two universities introduced the research background, process and results of the project in detail, and expressed their willingness to continue to strengthen scientific research exchanges and cooperation in the future and contribute to the development of the bilateral relations.
